David Hector Rivas-Sagastume, illegal Honduran immigrant released by Biden administration strangles Camilla Williams, Marietta, Georgia grandmother to death. 

ICE officials have identified a Honduran man who illegally crossed into the United States in 2021 only to be released by the Biden administration, who allegedly strangled a Georgia mother of five in a random attack in Cobb County last week.

David Hector Rivas-Sagastume, 21, faces charges of felony murder and aggravated assault in the slaying of Camilla Williams, a 52-year-old mother of five and grandmother in Marietta. Her body was found dumped in a wooded area, authorities said. 

Williams’ family claimed the woman saying in the days before her death that she had been followed by an unknown man. Authorities have not determined the suspect’s connection to Williams, how or why the suspect came to target the victim. 

Illegal migrant admits to killing Georgia woman

Speaking to Atlanta News First the victim’s family said William’s slaying ‘should have never happened.’  

‘You hear about it, but it doesn’t affect you until it happens to your family,’ Arsene William’s, Camillia’s brother told the outlet. ‘You never think it will happen to your family, but it can.’

An arrest warrant stated Rivas-Sagastume assaulting Williams, placing her in a chokehold, causing her to lose consciousness sometime between 11 p.m. and 1 a.m. on March 12, Fox Atlanta reported.

Once unconscious, Rivas-Sagastume allegedly told police he put both knees and his full body weight on her neck, leading to her death. The man admitted to her murder. 

The Department of Homeland Security told Fox News that Rivas-Sagastume entered the United States illegally on March 17, 2021, and was arrested by the US Border Patrol before his release at the Southern border by the prior Biden administration. 

‘He was issued a notice to appear and paroled into the country by the previous administration,’ the agency said in a released statement. ‘A judge ordered him removed on July 11, 2023. On March 18, 2025, he was arrested by the Cobb County Police Department for capital murder and other crimes.’

Illegal immigrant remains held on no bond and faces capital murder 

The illegal immigrant’s release followed an order by the prior Biden administration that Rivas-Sagastume be released conditional on a future court date hearing before an order for his arrest was issued in July, 2023 after the undocumented migrant failing to appear. 

Concluded the statement,ICE has lodged an immigration detainer with the Cobb County Jail. President Trump and Secretary Noem will not allow criminal illegal aliens—including accused murderers—to be loose on America’s streets.’

Prior to his arrest, Rivas-Sagastume had been living with two other undocumented immigrants, who have also been arrested and detained by the Department of Homeland Security.

Rivas-Sagastume is being held on no bond, according to jail records.

Williams’ killing comes more than a year after the fatal beating of UGA nursing student Laken Riley, who was also murdered in Georgia by a Venezuelan illegal migrant who was caught and released by border authorities in September, 2022.

Riley’s death led to the Laken Riley Act, which mandates that undocumented immigrants accused of theft, burglary, assaulting a law enforcement officer and ‘any crime that causes death or serious bodily injury’ be federally detained and likely deported.
