Until yesterday you could drink to your heart’s content in downtown Russia and no one would be the wiser, especially if you were drinking beer or alcohol content that had less than 10 % alcoholic proof. In fact before President Dmitry Medvedev signed a bill now making beer officially an alcoholic substance it was deemed to be foodstuff.

Foodstuff? How interesting. And anything less than an eightball was deemed a numbing agent?

Isn’t it pleasant to know that in some parts of the world they’re actually recognizing the fact that things like alcoholism actually exists and how. But maybe if I only snort 2 eightballs a night I might just qualify as a dabbler.
