

Sheila Mann, Richmond, Kentucky mother accused of forcing 10 year old daughter to stay in dog cage amongst other egregious acts including strangulation. Parent denies accusations against her.
A Kentucky woman is accused of abusing her 10-year-old daughter after forcing the girl to stay in a dog cage for days on end amongst other egregious acts police said.
Sheila Mann of Richmond faced several charges, including strangulation, criminal abuse and unlawful imprisonment.
According to a complaint warrant, Mann’s 10-year-old daughter told Richmond police in a forensic interview that Mann threatened to slit her throat, WKYT reported.
The daughter also said Mann placed both hands around her neck and strangled her for a brief period of time. She told police her breathing was impaired, and her throat hurt for several days.
The victim also said she was forced to stay in a dog cage for several days.
Police allege the abuse in Madison County occurred during several months spanning Jan. 1 through early March of this year lawandcrime reported.
‘The victim, who is under the age of 12, had disclosed to investigators that Ms. Mann had locked her inside a dog kennel-type cage for two to three days at a time and would only allow her to exit that dog cage just to use the bathroom,’ said Richmond Police Rodney Richardson.
Mann has since denied the allegations. The parent said the incident stems from a misunderstanding and a situation in Georgetown where she was the actual victim. She said her daughter was not forced to stay in a dog kennel.
‘No, that’s not true. That’s not true at all,’ Mann told WKYT from jail. ‘I have never done anything like that. I have always had a job with caretaking.’
Police say the 10-year-old is now staying with foster parents.
