Sergio Jose Martinez Mexican illegal immigrant deported 20 times charged with rape as debate intensifies over safe city harboring of illegal immigrants. 

Sergio Jose Martinez an illegal Mexican immigrant deported no less than 20 times from the United States has been arrested after raping a 65 year old woman at knife point.

The 31 year old man’s arrest comes after having recently been released by local Portland, Oregon jail officials, in defiance of a federal immigrant hold. Records showed the man having been deported no less than 13 times from the state of Oregon since 2008.

Along with raping an elderly woman, the man reports the Oregonian was also booked assaulting another woman during a recent crime spree.

Upon his arrest, Martinez was booked on 13 counts, including burglary, kidnapping, sodomy and sex abuse – in the knife-point attacks on two women in Portland on Monday.

Six months ago, on December 7, jail officials in Portland had Martinez in custody when they received a request from the Immigration and Customs Enforcement agency, asking the jail to notify ICE before his release.

Nevertheless local officials released Martinez next day in defiance of the federal immigration detainer. 

Oregon has a state law forbidding local law enforcement from using any resources to enforce federal immigration law.

Of note, Portland is one of more than 300 sanctuary cities that protect illegal-alien criminals from being turned over to federal immigration officials.

Told Portland Commissioner Chloe Eudaly in March, 2017 upon the adoption of the mandate, ‘I am proud to live in a city that is willing to take a stand to protect its residents regardless of immigration status by affirming our standing as a Sanctuary City,’

Adding, ‘We must act together with the county and state to build a wall of resistance around our neighbors to prevent Trump’s deportation agenda from terrorizing communities and tearing apart families in Portland.’

Martinez’ latest run in with the law began around 7pm, when he broke through an open window into an un-named 65-year-old woman’s home, on NE Halsey street in the Sullivan’s Gulch neighborhood.

From there, Martinez, used scarves and socks from his victim’s closet to bind and gag the woman before sexually assaulting her, according to court documents reported Fox12

Police arrest records cite Martinez slamming the elderly woman’s head into the wooden floor, punching her, along with stealing her phone, credit cars, and car, before speeding away in it.

The woman was able to get to a neighbor’s home and call 911.

But the crime spree continued.

Just hours later, Martinez had made his way to a parking garage, where he crouched in a dark corner until he spotted a woman whom he assaulted with a knife. 

The woman offered Martinez money, her phone and laptop to leave her alone, but when he persisted in the assault, she kicked him in the stomach, cops say.

‘You shouldn’t have done that,’ Martinez said, as the woman hit the panic button on her car in an attempt to recourse help.

As the assault unfolded, people nearby heard the womans screams and ran to her aid, with the suspect fleeing reported the dailymail.

Police arrested Martinez nearby carrying a six-inch knife.

Upon his arrest, Martinez admitted to using meth and heroin.

A report via KOIN cited police saying Martinez having been a transient in Portland for the last three years, between deportations, who lived off on and off (cash in hand) construction work.

Previous comments included Martinez telling jail staff that he drank four to six 24 oz ‘tall boy’ beers every day day. That paled in comparison to the afflicted man’s previous consumption of 10 beers per day.

Martinez also confessed suffering from multiple mental health issues including bipolar, schizoaffective, and borderline personality disorder.

Martinez’s extensive criminal history includes convictions for burglary, battery, theft, parole violations, and illegal entry into the US.

He has been deported from the US more at least 20 times, principally Oregon along with California and most recently in November of 2016, Portland.

One month later, he was back in Portland – in Multnomah County Jail, where state laws forced his jailers to turn him loose without handing him over to ICE.  

He is now charged with two counts of unauthorized use of a motor vehicle, two counts of second-degree assault, one count of kidnapping, two counts of burglary, two counts of robbery, three counts of first-degree sexual abuse, and one count of first-degree sodomy.

The man’s case has since re-ignited debate on Portland’s stance with respect to illegal immigrants, the rights of illegal aliens and the culpability of the state in refusing to adopt federal immigration mandates.

Bail has been set at $2.36million.
